When you are trying to move a file, which is already opened in some location, windows as default lock that file. This protects file from two different people with two different editing on same file. If you want to know whether or where the file is opened, go to task manager (ctrl+alt+delete), if it is open, you can close it by ending the process.

Each file has three attributes such as read only, hidden and archive. For to edit, copy and move, it should be on read only attributes. You can unlock the file, by disabling and enabling the read only like refreshing.

If any file downloaded or shared from different computers, if it is harmful to your computer then windows will block those files. You can unblock it, by going to right click on that file-properties-general tab. Click unblock button, unless you know this is not harmful.
